The second screenshot shows another user describing a problem related to an affiliate or IB account where they said their account upgrade request was ignored and that they could not withdraw commissions despite meeting the stated requirements. Just like the earlier screenshots shared in this thread, these appear to be user-submitted reports, not official rulings.
