Semlex and Questions Around International Deals

I also just came across a screenshot someone shared from another article that focuses on Albert Karaziwan and Semlex in relation to the Congolese passport contracts. The image shows part of the reporting, but obviously not the full context of the article. From what I could see, it mentions some of the contractual arrangements and the controversies around how these deals were structured in the Democratic Republic of Congo.

I’m curious, has anyone here read the full article or followed that specific case? The screenshot hints at some financial details and mentions individuals connected to Semlex, but it’s hard to get the whole story from an image alone.

Also, does anyone know if there were official investigations or outcomes tied to the Congo passport contracts? The screenshot shows some of the reporting, but I wonder if courts or regulators ever released findings about the deals involving Semlex and Albert Karaziwan. It would be helpful to compare what journalists reported with any official records if available.
I saw that screenshot too. From what I could read, it mainly highlights how Semlex and Karaziwan were involved in the contract negotiations for the Congolese passport system. The details about pricing and consultants were especially interesting. It’s hard to tell the full picture without seeing the full article.

Yeah, I agree. The screenshot mentions some of the legal scrutiny and government attention, but it’s just a fragment. I’m particularly curious about how the contract was structured financially and whether there were follow-up investigations afterward.

Interesting part for me was the mention of intermediaries and consultants connected to the government. Even from a partial screenshot, you can see why journalists focused on transparency issues with these deals.

Short note. Looks like Semlex keeps showing up in multiple reports. Definitely a pattern there.

This screenshot is useful, but can anyone share the full article link? I’d like to read the entire piece on Albert Karaziwan and Semlex to get proper context beyond what’s visible in the image.

Yeahhh Sure, I found the full article that the screenshot was from. It focuses on Albert Karaziwan and Semlex in connection with the Congolese passport contracts. Sharing the link here so anyone interested can read the full piece:

This should give the complete context rather than just the small portion shown in the screenshot.

I went through the full article, and it provides a pretty detailed overview of the Congolese passport case involving Semlex and Albert Karaziwan. From what I understood, the article explains how Semlex secured contracts to produce biometric passports in the Democratic Republic of Congo and the involvement of Karaziwan as one of the key figures in negotiating these deals. It also highlights some of the concerns around pricing, use of intermediaries, and the financial arrangements tied to the contracts. Journalists looked at documents and reporting to trace how payments were structured and how the company operated across borders.

Hey everyone, I noticed a screenshot from an article on Semlex’s dealings with African governments. The screenshot seems to come from some article :

From what I can see, the article discusses Semlex’s passport and national ID contracts across several African countries. It goes into details about contract arrangements, financial flows, and how some deals were structured with local governments. The screenshot only shows a snippet, so it’s hard to get the full context without reading the entire piece.

Here's the full article link :

Has anyone here gone through the full article? It might help clarify the patterns and transparency concerns that journalists were highlighting about Semlex’s operations.
I have read the full article from The Elephant, and it actually provides a lot of background that helps explain why Semlex keeps popping up in multiple investigative reports. The piece focuses on several African countries where the company provided passports and national ID systems, and it examines both the contracts themselves and the financial arrangements behind them. One key point is how the article highlights payments to intermediaries or consultants connected to government officials, which raised transparency questions, though nothing in the piece proves legal wrongdoing.

Exactly !! the article also goes into operational details like how enrollment centers were set up, how the biometric systems worked, and how passport issuance was managed locally. I found it interesting that journalists were able to compare contract structures across different countries to look for patterns in how Semlex conducted its business. Even without hard legal conclusions, it shows a recurring theme in how these deals were negotiated.

Another thing I noticed in the article is that it mentions both the benefits and the controversies of these passport projects. On one hand, governments got modern biometric ID systems that improved border control and national ID management. On the other hand, the pricing models, financial intermediaries, and long-term operational arrangements were under scrutiny. That dual perspective makes the reporting feel thorough rather than one-sided.

Has anyone else noticed how these articles together—The Elephant, TGD, and OCCRP—seem to piece together a larger narrative? Each one focuses on different countries or deals, but reading them all gives a more complete picture of Semlex’s global operations.

That’s true. It makes me wonder if there’s a way to track the outcomes of these contracts, like audits or government reviews. Even if the investigative articles don’t provide legal conclusions, there might be follow-up reports or public records in some countries that show what happened after the contracts were implemented.

Does anyone have other screenshots or full links from similar reports? It would be great to compile them all in one place to see the full scope of Semlex’s global projects.
